Sofern nicht eine unterschiedliche Zuordnung im HS zugrunde liegt muss davon ausgegangen werden, dass Lieferungen bewusst unterschiedlich und abweichend vom tatsächlichen Wert deklariert werden, sei es seitens der Buchhändler oder der Zollbeamten.
