Durch die Anforderung der flexiblen Vernetzung ergibt sich andererseits die Aufgabe, dass sich zur Laufzeit dynamisch Systeme von Systemen ergeben, deren Struktur und Gesamtverhalten zur Entwicklungszeit der Einzelsysteme nicht oder nur schwer vorhergesagt werden können.
All dies sind Faktoren, die zu so genannten „Uncertainties“ führen, also Eigenschaften, die sich nur schwer vorhersagen lassen und damit zu hohen Unsicherheiten bezüglich der Vorhersage des zu erwartenden Systemverhaltens führen.
Dies steht im Widerspruch zur Sicherheitsnachweisführung, die zentral auf der Annahme eines deterministischen, vorhersagbaren Systemverhaltens beruht.
