Das Europäische Parlament hat immer seine Vorbehalte gegen jedwede Art von Erklärungen geäußert, die seiner Ansicht nach der Notwendigkeit zuwiderlaufen, daß die Legislativtexte in sich verständlich (self-explanatory) sind.
Nichtsdestoweniger muß festgestellt werden, daß das Europäische Parlament zwar die Zahl der Erklärungen verringert hat, jedoch häufig gezwungen ist, sie im Rahmen des Vermittlungsverfahrens als Bestandteil des Kompromisses insgesamt zu akzeptieren und sogar zu billigen;

The fact remains that although Parliament has reduced their number, it is often forced to accept or even subscribe to them under the conciliation procedure, as an aspect of the general compromise, while insisting that they are published in the Official Journal with the act concerned.
