Die Kantonsverfassung weist dem Grossen Rat unter anderem folgende Aufgaben zu :
Er übt als gesetzgebende Behörde unter Vorbehalt der Volksrechte die oberste politische Gewalt im Kanton aus und ist die oberste Aufsichtsinstanz.
Er berät und verabschiedet alle Verfassungsänderungen und Gesetze.

Wenn das Stromabkommen wegen institutioneller Fragen, die die Souveränität des Landes und die Wahrung der Volksrechte betreffen, verzögert wird oder nicht zustande kommt, ist das zu akzeptieren.
Der Strom fliesst auch ohne Abkommen.

If the electricity accord is delayed or not achieved because of institutional issues relating to the country’s sovereignty or safeguarding direct democracy, then this has to be accepted.
