Wichtigstes Instrument für die Umsetzung der Ziele der Umweltagenda und zur Verminderung der Entwaldungsrate ist der Nationale Aktionsplan zur Vorbeugung und Kontrolle der Entwaldung (Plano de Ação para Prevenção e Controle do Desmatamento na Amazônia Legal – PPCDAM) von 2004.
Ein weiteres Instrument ist das Umweltkataster für ländliche Betriebe, ein Schlüsselelement zur Klärung von Land- und Nutzungsrechten.
