In Artikel 105 GG ist deshalb die Steuergesetzgebung speziell geregelt ( Steuerhoheit ) :
ausschließliche Gesetzgebung des Bundes über Zölle und Finanzmonopole ( wobei von den Finanzmonopolen nur noch das Branntweinmonopol existiert )
konkurrierende Gesetzgebung für die übrigen Steuern, falls dem Bund ein Ertrag daraus zusteht
