ICATT was established on June 1, 1995 when the then Federal Ministry of Economis and Technology commissioned BAM to develop, organise and implement consulting and training programmes for accreditation and conformity assessment bodies in Central and Eastern European countries.
The overall objective of the long-term assistance programme called “Accreditation and Certification for Central and Eastern European Countries” (AMOS – Akkreditierung und Zertifizierung für Mittel- und Osteuropäische Staaten), was to cover the need of information in the area of accreditation and certification.

Juni 1995, als der BAM aus Mitteln des TRANSFORM Programmes des Bundeswirtschaftsministeriums die Konzeption, Organisation und Koordinierung von Beratungs- und Trainingsmaßnahmen für Akkreditierungs- und Konformitätsbewertungsstellen in mittel- und osteuropäischen Staaten übertragen wurde.
Ziel des unter dem Titel "AMOS - Akkeditierung und Zertifizierung für Mittel- und Osteuropäische Staaten" laufenden Projektes war es, den bestehenden Informationsbedarf auf dem Gebiet Akkreditierung und Zertifizierung nachhaltig zu decken.
