The investigation has expanded with five additional defendants being charged, including a consultant who allegedly received more than $5 million illegal kickbacks on the projects.
Corruption also generates economic distortions in the public sector by diverting public investment into capital projects where bribes and kickbacks are more plentiful.
However, kickbacks differ from other forms of corruption, such as diversion of assets, as in embezzlement, because of the collusion between two parties.
